In my sand monitors previous and smaller enclosure I was able to hit 50-60 degrees on his basking spot , now he has a 7ft tank and 3 ft tall, his basking spot is only hitting 40, half of me is tempted to say that its fine because he is active and hungry and pooping but the other half wants me to try and reach those optimal temps again possibly with a diagonal climbing stick to give him the option of the hotter temps, any recommendations would be appreciated, I will post a pic of current basking spot.

^ You can try having bricks/tiles set out in a way that he can sit on top, inbetween (nice and comfy) or underneath mate or put a piece of wooder higher up closer to heat source :)

even adding a whole new platform
 
Hi, I like to have the basking bulbs free hanging so the height can be adjusted, obviously you can also raise the basking object as been suggested,
At only 40c surface temp the monitor will take that much longer to reach it`s preferred core body temp so it definitely needs to be significantly higher.

How big is your Sand Monitor? Maybe try a brick and tile stack set up under the basking lights?
