how come some galleries have polls but others dont?

I have seen that Muddz...Tho at the top of some of them you can vote?
This is what some of them say:
To vote for an image, click on Excellent, Very Good, Good, Average or Poor. You MUST click on Vote for your vote to be recorded. You can change your choices if you wish.

It is up to the owner of the gallery to decide whether or not it has a poll. I am still working on some finer details though as I am not fully satisfied with the current voting system.
