Black finish for melamine

Can anybody recommend a sealer/primer for melamine that will both waterproof it and allow me to paint it black?
 
You can go to your local signage shop and get some Black Sticky Vinyl to apply to the melamine. Need a hair dryer to get the vinyl to stick really well (but without can also be done). I am sure they will explain how to lay it.

Waterproof and UV Resistant upto 8yrs (8yrs for cast = more expensive, 5yrs for Calendared = mid range, 3yrs = low range) Cast is not alot, maybe $10-$20/m at 1220mm wide.
