How is a central bearded dragons life affected by missing part of its tail?

Like just the tip? Not very. I have a beardie with a 'stumpy' tail due to it being bitten of by a sibling. Doesn't affect him at all :)

excellent. My brother in law just got given a few with tails nipped off by an aggressive sibling and they range from the tips up to nearly 1/3 of the tail on the worst one.

It won't affect it at all unless you have it in with other dragons.
Bearded dragons besides the famous head bobbing do actually use tail movements to communicate and will also use them in combat between one another - though not usually an issue

But in regards to day to day life it won't have any negative effect at all

Tough little buggers.. I have seen beardies missing whole legs that function fine.. solid little dinosaurs.

I have a male missing all toes on one foot and he climbs like a champ..
