Regulations differ between states and territories. You have not said where you are nor whether you are moving interstate or within the same state/territory. Without that essential information people cannot offer advice.

A phone call to your relevant state or territory authority would be the most reliable way to answer your question. You can do it anonymously if you feel more comfortable - just say you are doing so on behalf of a friend who is considering moving but didn't think a phone call was warranted at this stage. Easy.
