does anyone know where i can buy a captive bred pygmy mulga monior in the united states? also do i need a permit to own one ? preferably a young one.

There is a breeder named Maxian's Collection, or something pretty close to that, who has produced them. They advertise on Kingsnake dot com.
There aren't any federal laws concerning their ownership in the US. It is possible your state or locality could have regulations about exotic reptile ownership. I haven't heard of anyplace with laws that would affect lizards that small.
Are you interested in breeding them or just keeping one? If you are looking as a pet, you can get ackies for much less and they're a bit calmer. That's the easiest dwarf monitor to find in the US.
