quick pygmy bearded question on behaviour

quick question i have just got 2 pygmy beardeds they are around 12months old.
one follows the other around the tank and climbs on the others back lol.
Just curious if it is just being dominant so to say or if he is trying to have sex with the other hah.
I was told one was female and the other male

I think they are a bit young to be sexually mature .

i thought that, so they are just hassling each other lol.
just never seen them act like that. My water dragons behave much differently

in my oppinion i think they just like to snuggle and have the best basking spot. the ones i was looking after always piled up on one another good luck
