I am building a small hatchy rack (16 tubs) for next year with what I think is some type of particleboard or chipboard (20mm thick) and I cant find exact info on how to seal. The sistemas will not have lids, instead the wood shelf above will be sitting flush. I have heard estapol mentioned but a quick search showed it wasnt good at higher temperatures...is a constant 35ish a high temp? Also, I want to paint it black so it looks good but do you paint before or after sealing? Or is paint a bad idea? Any help/advice would be appreciated.

Just use white melamine coated particleboard - no paint needed. Or you can get black melamine, at an increased price.
