This is similar to MoreliaMatt's idea about the WTB and WTS section.
The forum could include a section for each start/territory where members can post the happenings of the state such as meetings, etc. It could also be a place for members to post WTB or WTS if they do not want to travel interstate. they then have the option to repost in the main WTB and WTS section if the original post in their state forum doesn't get replies.
