There is no obligation on members to resize a photo uploaded to the gallery. I've uploaded quite a few large files myself from time to time. This is particularly useful in the unlikely event that someone may want to download one of my photos and print it, as the quality will be better if the source file is large.
It's unfortunate that it is a slow download process for those on modems. However, there is a solution for them : It should be fairly obvious that when you open a large picture, that it is taking a long time to download. If this is a problem, simply click BACK to abort the download. For those of us on broadband (which is the majority of users) it's not a problem.
I'm familiar with both of these email addresses, as this person tried to apply for membership here using them, and was rejected. And yes, the system automatically records the IP addresses of ANY postings to this site, and this includes comments to galleries and other areas. Therefore it's in your best interests to use a little common sense and courtesy.
As for permissions : be a little careful what you change here, but you do have the right to do so. When the list of names is displayed, scroll down until you see NOBODY.
