Beardie communication

My 3 month old beardies are soooo cute. It looks like their doing freestyle out of water. Firstly one arm goes, then the other. The other replies and so on. I read somewhere this means submissiveness. Is this right? And can they both be submissive? I'm hoping they're content and happy.
