Not the best display of how to handle a frilly, especially when it comes from the A/director of parks in the NT. There must be a lot of stress put on that point of curvature in the tail... looks like he is more familiar with holding water diviners.
The most comfortable (for the lizards and myself) way I've found of holding frillies is to hold them somewhere between the base of the tail and mid tail with one hand and then let the lizard just sit on the back of your other hand.
When animals feel comfortable and supported, they settle down pretty quickly.
