large fish have no real predators apart from us and are the good naturally selected breeding stock, most smaller ones are just fish food and they are also better eating when they arnt so big. Killing all the big fish is what wipes them out. If you have a good population of breeders it would be virtually impossible to wipe them out. The current maximum limit is a massive 110cm its just insanity allowing such large fish to be killed IMO. A cod 1m long is going to be bad eating and they are what maintains a healthy population(something that doesnt exist at the moment). Killing one good breeder effectively removes 100000's of small fish indirectly. I personally think they shouldnt be allowed to be kept until they are no longer considered a vunerable species. They are basically the crocodiles of the Murray and deserve the same respect.
