Heat Cords

How do heat cords work?
Do they heat up half of the cord then leave the other half to reach the powerpoint?

used this on my hatchy rack i built recently seems like the 1st half meter or so doesnt heat up.

They have a segment or so that doesn't heat up but it's usually marked then the rest heats up
