I've got a B2ME Pulse proportional thermostat and the makers website says its used for controlling up to 600 watts of any non light-emitting heat source. Non light-emitting heat source does this include URS heat cable? I know it seems obvious (given that heat cord is not light emitting) but I'm wanting to use it as part of an incubation setup and need to make sure it is going to work properly.

It will more than do the job mate, just don't have the night time temps with a varience for your incubator, keep it on zero.
 
Be careful, even with the night time drop set to zero it will still drop 1-2 deg C at night. Best off to tape up the eye hole and set the temps that way.
