Do I really need a UV bulb for a spotted python? Or will a basking/heat light sitting on top of the enclosure be enough? (desk lamp with an opaque cone cover clamped near enough so it'll sit on top of the mesh top) Just means I can tick off the UV bulb and mesh cover from my lay-by list and use it towards a nicer thermostat or a nice hide :) I have a 7w heat matt on the list as well s there will be a gradient level of heating.

You don't need a UV source for pythons. Just a suitable basking spot which can be provided in several different ways.

Heat lamps, heat cords, heat panels, ceramics, heat matts, etc. What you described should be fine, just have it up and running for a few days before you get the snake and make sure the temps are desirable.
