Is this scale rot?

From what I've read so far, ill try an antiseptic such as betadine and keep a good eye on her over the coming weeks. So far she's not acted any difference to normal, but if I notice anything out of the ordinary, or if the wound makes any change that's not for the better ill take her to the vet. I'm completely stumped to know how she got a burn, her previous cage did have a heat lamp but I had a cage around that to stop her getting close and besides she's been in this new cage throughout winter (the last 6-7 months) so I would have noticed it.
