Too cold?

Hey guys, my Eastern Beardie has been acting a little of out of sorts... He seems to be kind of hibernating... All he seems to do is lie in his little cave all day.. The temperature of the hot end is 36 degrees. Is this to cold for him? Also there seem to be no physical defaults, besides one of his nails which has curled. But it's been like that since birth.
Anyway any help wood be muchly appreciated

No the only thing I've really changed since I got him (3-4 years ago) is I upgraded his tank before Christmas.
