Frilled neck lizard

Hey guys its me again there's another that I'm keen but don't know much about is the frilled necked lizard. The only thing I know is that you need an advanced licence but I don't even know why please help me out here?

They are not as common in captivity.
They can be harder to keep.
An advanced license requirement gives people "some" experience with reptiles before they can keep one.
The government likes you paying them extra money every year.
