What states cant keep bredli?

Just a general question but I was wondering what poor unfortunate states are not allowed to keep bredli?
Im pretty sure WA cant and Im not sure weather ACT is allowed???
The only states Im sure are allowed are NSW, QLD and VIC, so does anyone from these other states know if they can keep bredli?
