Time to administer some sibling discipline to your sister!!! (joking!!!)
I would tell your parents (but you don't want to dob right ) and explain the importance of it and hopefully they will confront her, and the snake will stop stressing.
Otherwise set up another tank in another part of the house or garage and keep the snake their till it starts eating.
You can keep your original set up and tell your sister 'see,look what you've done the snake has escaped/died and it is all your fault"

when i first got Loki he wasnt all that interested in his food, so instead of holding the mouse, i put it on the ground and held him over it so he couldnt slither away,...it meant i had him hanging off me till he'd finished eating, but it worked better than waiting fro him to show an interest,...
